I also think we ought to convey definite

approval of the proposed statement (see last

sentence of No.1.), subject only to the points

to which we wish to give further consideration.

We have kept the Governor waiting a little time,

and I suggest that he may be a little irritated if

at this stage he merely gets a communication

putting individual points and conveying no

indication whether approval will be forthcoming

if the points are met. Further, I suggest that

it might be advisable to send a telegram rather

than a Savingram.
